What Is NIAFPD?

The Northern Illinois Alliance of Fire Protection Districts isistricts is a professional organization of the trustees of fire protection districts in Northern Illinois who oversee the operation and administration of the district's affairs.

The Alliance was established in order to:

Educate its members and the public regarding the functions and responsibilities of fire protection districts as prescribed by law;

Ensure adequate resources to fund local fire protection, prevention, rescue, and emergency medical programs; Monitor and impact on legislation affecting the operation and effectiveness of the services they provide the residents of the district, including all pertinent state mandates which affect fire protection districts.

What Services Do Local Fire Protection Districts Provide?
Fire protection districts are created by a majority vote of the registered voters residing within  the area of the proposed district. Their purpose is to "provide adequate protection from fire and to provide and maintain rescue and life-saving equipment, including rescue, ambulance and Emergency Medical Services, rendered by the district".

How Are Local Fire Protection Districts Funded?
The real estate tax is the major source of revenue for fire protection districts. Fire Protection Districts DO NOT  have access to INCOME OR SALES TAX REVENUE.

The IAFPD has developed a 3-Part Trustee Qualification Program as part of the implementation of PA 95-0799 (effective 1/01/09).
The Office of the State Fire Marshal has approved the IAFPD Program under PA-95-0799, which allows additional compensation for paid trustees who complete the program.
The program curriculum covers organization and administration, finances, procurement and legal liability, personnel and human resources. Trustees who complete all three parts of the program will qualify (subject to local appropriation) to receive an increased payment of up to 50% of their regular trustee’s compensation.

What Are The Powers And Duties Of The Board Of Trustees?

The board of trustees of a fire protection district constitutes the "corporate authority" of the district and exercises "all of the powers" and controls "all the affairs and property of such district". Some of their specific responsibilities include:

Engage in the acquisition, maintenance, and operation of fire stations, facilities, vehicles and equipment for the prevention and control of fire and the recovery of drowning victims;

Provide "...adequate protection from fire for lives and property" and regulate the prevention and control of fire;

Appoint and prescribe the duties and compensation of the officers and other full time employees of the district;
